IMPLEMENTASI KEBIJAKAN PENYEDERHANAAN STRUKTUR ORGANISASI PADA INSTANSI PEMERINTAH UNTUK PENYEDERHANAAN BIROKRASI DI LINGKUNGAN SEKRETARIAT DAERAH PROVINSI SULAWESI UTARA

Abstract

This study investigates the implementation of the policy of simplifying the organisational structure in government agencies to simplify the bureaucracy within the Regional Secretariat of North Sulawesi Province. The study employs a descriptive qualitative method with nine informants obtained using purposive sampling technique. Data collection is carried out by means of observation, interviews, and documentation. The primary data of this research focus on aspects of policy implementation according to George Edward III which consist of communication, resources, disposition, and bureaucratic structure. The results indicate that communication about the organisation structure simplification was not clearly obtained by the existing agencies and SKPDs, human resources were lacking, and the availability of financial resources was insufficient due to budget refocusing caused by the Covid-19 pandemic. However, the disposition of the implementers is running properly as evidenced by the issuance of governor regulation number 12 of 2022. The research conclusion is that the policy communication process is carried out even though the information obtained by the target group is not appropriate due to limited human resources in providing information. The implementation of the policy of simplifying the organisational structure was responded to by the issuance of a governor's regulation, but the implementation does not have an SOP. This study highlights the challenges faced in implementing bureaucratic reform in Indonesia and provides insights for policymakers on how to address these challenges.
